I have the honour to acknowledge the receipt of your despatch No.74 of 25th March last, forwarding a Memorial from Mr. F. Freire, praying for an addition to the amount of pension which has been awarded to him.

2. After carefully considering the correspondence in this case I am of opinion that the Treasurer was not justified in treating Mr. Freire as having admitted that he would be unable to undertake additional work. The expression used by Mr. Freire that his work fully taxed his energies, was not an inquiry touched on his own, but was a response to a similar phrase used by Mr. Mitchell-Innes, and does not appear to have been intended to mean that it exhausted his whole working powers.
